Dalin sugjerimet e para për rimëkëmbjen ekonomike nga pandemia Covid-19. Këshilli i Investimeve ka kryer fillimisht një anketë tek sipërmarrjet për të mësuar gjendjen e tyre gjatë periudhës Mars-Maj 2020. Në përfundim të këtij sondazhi thuhet se COVID-19 ka ndikuar çdo sektor të ekonomisë shqiptare dhe ndër të gjithë sektorët ekonomikë, turizmi është më i prekuri me një mbyllje të veprimtarisë deri në 75%, ndërsa sektori i bujqësisë vazhdoi punën pjesërisht ose tërësisht në 81% të saj. Anketat sjellin panoramë të zymtë për aktivitetin e disa kompanive ku sfidë në këtë periudhë kanë qenë vështirësitë në pagesën e pagave, mungesa e klientëve dhe e likuiditetit. Për të mbijetuar, shumë subjekte thonë se shohin mundësinë e uljes së kostove, kryesisht duke pushuar nga puna punonjësit apo duke ulur prodhimin. 86% e kompanive shqiptare kanë pohuar se nuk kanë plan të aprovuar emergjence për të përballuar situata të paparashikuara.

Propozimet janë bërë edhe në bazë të sektorëve ku për turizmin rekomandohen incentivimi i sektorit në drejtim të zgjatjes së sezonit turistik përmes ofrimit të subvencioneve në një masë prej 10-20 Euro për ditë/pushues për pushimet më të gjata se 3 ditë, për periudhën Prill-Maj dhe Shtator-Tetor dhe hapja e menjëhershme e kufijve midis vendeve të Ballkanit Perëndimor, duke përjashtuar detyrimin e karantinës 14-ditore.
Rimëkëmbja fokusohet edhe tek rritja e konkurrueshmërisë së produkteve shqiptare në tregjet globale, incentivimi i eksporteve dhe produkteve ?Made in Albania? përmes një pakete inkurajuese ligjore për sipërmarrjet që mund të jenë konkurruese në tregje globale, përmes subvencionimeve të këtyre sektorëve si edhe nxitja e një bashkëpunimi të shpejtë ekonomik me Kosovën.
Me rëndësi në situatën e krijuar pas pandemisë shikohet edhe hartimi i një politike inkurajuese për tërheqjen e investimeve të huaja në Shqipëri. Sipas propozimeve, incentivim fiskal përmes lehtësimit nga taksat për një periudhë 5-vjeçare mund të bëhet bazuar në disa elementë siç janë investimi me vlerë mbi 1 milionë Dollarë dhe që gjeneron mbi 50 vende të reja pune gjatë 2020-2021.
Mjaft i domosdoshëm në këtë situatë është edhe kthimi në atdhe i profesionistëve shqiptarë nga jashtë Shqipërisë, dhe për këtë kërkohen politika të duhura.
